They haven't changed, they were just forced to keep a cushion that might safeguard against collapse. Does anyone have a credible legal analysis showing this argument holds? From 2023 USA Today article says this logic isn't valid. As of the publication, the bills weren't yet law, but the assertion is that even if all were passed, they wouldn't support this conclusion. LGBTQ rights are important, but so is honesty about facts and reality.
