You could look through every state's laws, but there are places where marrying 13 y/os as a grown ass adult is still legal, so I wouldn't put too much stock in finding bad faith clauses that apply here.
You dont need to be a lawyer to google and find absolutely no legal doctrine stating that you must be in love with your spouse to marry them - hell, I feel like if that were the case, there would be a lot of marriages annulled due to "bad faith." Arranged marriages? Can't do it. Marriages for the sole purpose of having kids? Nope.

It's not fraud as long as they're legally married. Fraud would be if they said they were and forged marriage papers. If their paperwork is in order, they're good.
