But, how do they know someone has contraband unless they search them first?
Evidence discovered in a search resulting from a minor traffic ticket should not be admissible in court. If it is, where is the line drawn?

They didn't change the 4th amendment. More accurately, they've voted to allow evidence from illegal search and seizures be admitted in court
