The Japan thing is misunderstood. Their national law was only 13 for a long time, but every prefecture (I think that's the right word, their version of state) was already higher. They didn't bother updating the national law sooner because they didn't need to. I'm actually not sure why they did, maybe it was for the perception, but they weren't the "JAPANESE 13 YEAR OLDS ARE IN DANGER" that people act like.
