It snows *maybe* 10 days a year in the NL, and most of that will just be a thin cover. We salt the roads during winter conditions. Frost is a bigger issue; mainly when it alternates wet and freezing.

But yeah, it's not going to be the ideal solution everywhere.

Could be that this is different for lower speeds, for highway speeds the noise is actually reduced, and one reason why it's used in the Netherlands (that and visibility when it rains)

Something similar is used in 90% of the highways in the Netherlands. I think the translated name would be permeable asphalt concrete. The main benefits are hugely improved visibility when it rains, and noise redunction. The downsides are higher maintenance costs and the risk of the road surface being damaged due to freezing.
