Nobody is going to take agressive economic actions against USA under the control of a literal lunatic. They are only using these measures as potential retaliation if they get targeted. They aren't gonna blow their big leverage just to help you.
The more agressive option is to sell off existing debt, and countries are already using that actively when Trump is targetting them. But it's a limited use option, so countries will use it to protect themselves. Not to help USA
I'm not a military strategist, but I'm pretty sure that a 3 week long "delaying tactic" is pretty fucking stupid compared to a surprise attack.
This has already happened. There wasn't a joint statement speaking on behalf of "the world". But practically every country is openly talking about which new arrangements they need to make now that they can no longer trust anything USA says.
