Some modern cars do have differential steering using brake vectoring or torque vectoring diffs. (I know this one is just a normal diff.)

It also doesn't deploy by default at city speed. There's a manual override switch which you shouldn't touch when starting a car under ice.

You may hear some funny sound, but whatever ice cover you may have is nothing compared to aerodynamic load it was designed to handle.
