If you're off target of these you need to allocate a higher portion to necessary items. Debt should be a priority and should be in the 20%

20% of NET paycheck should be savings/investment,30% should be for your living expenses (rent, etc) and 50% for discretionary spending.

Correct, but the money invested has already been taxed. Dividends are taxed at ordinary income and long term gains are still taxed at 20%.

Slight rebuttal, but the capital gain of $10k in your example is taxed (if you're referring to that person making an investment).
