Looking at the national voting percentages, I think there's a pretty massive chunk of people who, at this point, are too apathetic to be automatically counted as "good people." Sure, your county or district might be gerrymandered beyond belief, but it doesn't help that only 30% of eligible voters actually show up.
It is telling though, I think, that the average reaction of people who look at that is probably "Yeah, that tracks."
