Magical Thinking plus likely growing brain breakdown of some kind. He's telling the world to do what he wants, and part forgetting it and part Going to 10 when it refuses to. I think that's the most infuriating aspect of MAGA in general: that dull, squinty "HUH?" look of someone smacking the nitroglycerine before it explodes and we all get caught in the blast.
