Unfortunately, no. The 4e BRB is pretty old (2004), so it's not really online.
If you can, get a hold of the 4e BRB. It has a lot of that in it.
I just wish that a fuller-fledged campaign system existed. It's something I prefer to pickup games. (2/2).
