A girder this size would require two cranes one on each end. This is set up as a "maxer" with hanging counterweight, still a very large
On crawler cranes there are no outriggers those are mostly for mobile cranes with tires. This position looks off for a solo pick normally
I develop crane plans for a living, lots of factors contribute to tipping cranes. For starters you never plan for more than 75% capacity.
