The teacher expects you to use pragmatic reasoning. 60% is clearly wrong. It can't be 25% because two answers are the same, and generally only one answer in multiple choice is correct. So the teacher must be looking for the answer c, 50%. Besides, c is usually the correct answer on multiple choice tests.
