2/2 in the case of complications during the birth. Either way there are two nurse but for skin to skin just requires more resources.

If passing out one nurse would go to baby and the other to the mother. Its a safety factors that is in place so both patients are covered1/2

Skin to skin requires an extra nurse on staff in case you passout due to just giving birth. There are other reasons why too but mostly that
