Those who throw the first punch must be willing to die, be tortured, or permanently imprisoned. A lot of people have families that rely on them or would be targeted for their actions. It's painfully frustrating to watch, but it's a big sacrifice to make.
I don't trust military leadership of any kind to be smart enough to not use them if ordered.
