The wiring is for the parking sensors, fog/driving lights, and the emergency frunk release. These wires come off of the main wiring harness with a connector under the right side headlamp housing.
The recipient spends time trying to find somewhere to start unwrapping/peeling.
I've decided to make this post from 2016 public. Hopefully someone sees this and it sparks their creativity so they can inconvenience a loved one this holiday season!
