Although I find her abhorrent, as far as I can tell, she has not reacted in any way by tweeting. Yet, her "reactions" have made it to the front page multiple times.

Partially correct. She was hired as a communications specialist, in line with her background -- but she was supposed to present the data as analyzed by the states' team of epidemiologists, which she was not. She decided that she personally disagreed with the epidemiologists' view of the data, hence the whistleblowing.

By the way, she didn't have access to the data because she was not hired as an epidemiologist. She was hired as a communications specialist.
