I dunno. I loved LotR but I also remember the Hobbit.

He wants to make a movie out of a bunch of chapters most people don't know about, that Peter Jackson already deemed not interesting or relevant enough to including in his already 11.5 hour long telling of the story?

I can't see this appealing to anyone but the hardest of hardcore LotR fans and even then i can't see it being a complete movie.

I think the bigger issue is trying to make a stand alone movie out of a hand full of chapters of a book that were already deemed not interesting or relevant enough to include in the 11 hour long adaptation that already exists.

After the Hobbit I don't really have a lot of faith in LotR adaptations.

A 3 hour movie about chapters most people don't even know about and which Jackson himself already deemed not interesting/relevant enough to include in the original trilogy.

Where was the investigation supposed to end? The shooter was killed.

Secret service members were suspended but even the initial assessment said the shooter was outside the secret service normal responsibility range.

First of all, countries can't become insolvent. They print the money and create the economy. Debt can become more expensive and inflation can run out of control but because the gov controls all the levers of debt and money it's literally impossible to become insolvent.

The world "insolvent" only applies to individuals and businesses

Could he spend the money fraudulently? Absolutely. He probably will But the request itself doesn't meet any definition of fraud when there's decades of precident for president asking for this.
