When the courts limit what can be introduced as evidence of crime (nothing that happened in the course of official duties can be used as evidence per a previous ruling), and they give presumptive immunity to anything that could ever possibly be related to official duties unless you can prove that it both wasn't possibly in scope (even skirting the edges of that scope) and that it was criminal without using any information that could possibly be in scope, prosecution is effectively impossible.

While there is a lot of predatory lending practices right outside nearly every base that takes advantage of young and dumb soldiers, the folks that actually worried about where food would come from were the folks living off base with families or in circumstances with poor leadership. chow halls are available in many places and can help, but it wont help families. the privatization of housing and differing rules for claiming BAH as income based on whether living on/off base doesnt help
I appreciate that you had a better experience. While i was in, I saw the military fail to pay 3 of my troops for 2 months. (separate events, different bases). Getting them to manually cut a check was an action i had them take in the first instance, but sadly this caused a cascade of overpayment/repayment and overtaxation and hardship until the soldier could reclaim the money on their tax return.
