You're right it was disengenuous to suggest they couldn't sign at all, maybe hyperbolic. Most of the "conversations" that the researchers were having with the apes were just apes shotgunning various signs they had learnt and the interpreters grasping at straws to form coherence from it. Even going far as to suggest they were using words that "rhymed" which would have no connection in sign.
It's not that they can't understand and use individual words but the research teams were suggesting apes were forming "complex" sentences which has since been disproven.

It really depends on the federation, IPF does a decent job (other than the bench press) of appealing to mainstream. It's mainly these niche or equipped federations that have weird stuff like this going on
