Exceptions are possible. Ie, a ban with double-door man trap entrances. The doors can be set to open on fire alarm or smoke alarm triggers.

A lot of those policies in many countries have changed as things are now electronic. Ie, no more stamp at LHR going into the UK as of 2019.
