Check out how China controlled Aksai Chin (actually China scuttled a potential alliance with India through this)... and the northeast territory is more valuable than the Himalayan border. But China needs allies for legitimacy and its southern strategy, which is more important to it. Taking from Russia would make taking Taiwan more difficult.
