Orders are presumed to be lawful under military law.. A soldier may only disobey an order if it is "Patently Unlawful" but they do so at their own peril. Patently illegal is a very narrow definition and only includes orders that are explicitly to do an illegal act such as murder or torcher. A soldier can still be arrested and imprisoned for disobeying an order they believe is illegal and it's up to the soldier to prove the unlawfulness to a military court. Success is extremely rare.

I don't want ICE or the NG in any city. The NG should only be deployed for emergencies by the state governor. Trump is playing with words in order to get around the laws. There's no emergency. It's all made up. Publicly he says they are supporting the law enforcement but in reality he's just using their presence as a deterrent from interference.

Orders to just stand around and do nothing aren't illegal. They really don't have a choice but to walk around and rake leaves until someone actually orders them to do something patently illegal like fire their guns on civilians.

Immoral orders aren't illegal. They didn't join the NG to do Trump's bidding. These are state troops. They join to support their state in emergencies and to receive benefits like college tuition. Soldiers aren't allowed to question or criticize the president. Ignoring objectionable orders will result in immediate imprisonment.

No. He made an endorsement for McCain in '08 and Kasich in '16. He refused to endorse Trump in '16, '20, and '22. He's condemned white supremacists, the Jan 6th riots and Trump's authoritarian actions. On the other hand he defended the CA GOP's recall effort to recall Newsom in '21.

He is about as far as you can get from the current GOP without becoming declaring himself a Democrat. He doesn't associate with the current GOP and only really associated with CA GOP during his time as Gov. His politics as Gov was at most moderately conservative by current standards. He's on numerous occasions directly called out Trump.
