Look on usajobs.gov at atc trainee. It's less then 50k. And you're making that pay until you get certifications at your first facility. Depending where you go that could take years. Even fully certified I was making less then 70k at my first facility. You get raises every year but every facility also has a max salary. Max at that facility is about 90k. A lot of atc doesn't make near what people think we do. 123ATC.com lists all min and max salaries
It's in a few stages. As a trainee at the academy you make the least, then after graduation you get a small bump. Then at your first facility you get another bump after finishing training on about half the control positions. Then your final bump is after being fully certified. After that it's small yearly raises

I might be remembering wrong, but isn't she the one that started the bet? She's trying to give as little as possible if she loses, and then they negotiate Barney's side with him trying to give as little possible if he loses. They both found a spot where they thought the cost was worth the reward. I think them being able to make a bet with such personal stakes shows just how strong they're friendship is.
