It's a small diving duck that nests in tree cavities. I'm a guy who works with wildlife, currently monitoring wind farms and watching eagles in northwest MO. Formerly tracking Greater Prairie-chickens in southern IL

A swift to elaborate, they can't take off from a horizontal surface like most birds, have to be aligned vertically. could still be thirsty.

Legs and beak are cardinal, he just has an unusual molt pattern.

I think it's a Harris's Hawk with the black body and red shoulders. Behavior reasoning stands, alarm call especially since they pack hunt.

Albatross/gulls, large raptors, quail, falcons, and hummingbirds. Though a majority of birds fall between elliptical and high-speed.

A lot of raptors will if the wind allows it. Harriers, Short-eared owls, and rough-legged hawks are especially good at it.

I'll add one on: that is a scrub jay not a bluebird, don't know species though. Unless you meant blue bird, in which case you're correct.
