Making a PSN account from a region you're not in to access a game Sony are restricting the sale of is against TOS, but Sony doesn't really give a shit because it gets them what they want which is metrics for active PSN accounts which is all the rage for shitty corporate exec gaming these days.

No, 20,000 is the number of Steam accounts that got banned because they were using shitty VPNs. You do not need Steam to play HD2 on PC, the work around is the same as accessing MMOs in regions you're not supposed to have access in. People just made PSN accounts in regions they weren't supposed to have them in by faking where they were from.

As for Asian MMOs, these servers are directly licensed to specific regions. The numbers of people doing the work around are lower because the games are either not marketed to outside audiences at all, or have their own western servers. However, there are plenty of people that still fake their location so they can play on Asian servers from outside of the region, I've bought mobile numbers to do this myself for specific games.

It's not single digits, Steam banned over 20,000 accounts for spoofing their location for HD2, and that's just the ones they caught doing it with shit VPNs.

They restricted sales in over 100 countries, people just spoofed their locations and bought the game anyway.

On region restricted MMO servers, particularly Asian ones that require phone number verification people buy mobile numbers so they can play on those servers.

There's already enough precedent that developers know damn well they can just pretend to not sell a game to the EU and people will just buy the game anyway.

Even if the EU passes law, devs are just gonna pull a Sony and refuse to sell it in the EU, and then watch as gamers are dumb as fuck and use VPNs and other work arounds to buy the games anyway.

Not always true. I had a manager warn me that they couldn't see names, but they could see the emails that the response came from which meant the "anonymous survey" wasn't fucking anonymous at all.
