...it's pretty clear that anyone with sufficient knowledge could be the hacker.
...as a way of covering their tracks, and the fact that that CIA toolkit was leaked to the public (before Wikileaks leaked it)...
And when you consider the fact that the CIA & other entities had a toolkit that specifically advocates utilizing Russian methods...
Nothing in the government releases tie anything to the Russian state. At best, one could *assume* a Russian civilian's involvment.
The other one is missing relevant documents.

No, I've seen the evidence released. Their standard of tying actions to an "actor group" & then that action to Russia suck.
