The kids let him go, actually endangering themselves by doing it. You don't want to give men like him an opportunity to arm themselves (weapon in the car or the car itself is a weapon).
Absolutely not how medieval kings were ever able to act. They were heavily bound by laws and all their decisions had to be supported by their peers to work. I think you are confusing HEMA and buhurt. HEMA, while being a contact sport, has a pretty low rate of injury, and is generally regarded rather as bookish than thuggish.
