Fair points. With training, people can have enough presence of mind to be up wind when deploying the mace. But that is quite a bit to ask, granted. Beyond that, assuming an effective deployment, that delay can be used to escape. Or, more realistically, use some self defense training while the attacker is delayed. But you're point is totally valid. Training is important before carrying any kind of weapon.
As an mtf myself, I highly recommend some level of self defense training (with emphasis on deescalation, not just force) and mace if allowed
