I'm at my third shelter and all three have been funded by local government. You might underestimate how important and quickly the return is.

Not everyone gets microchips and some owners flatly refused. We tat every animal we fix but it's just a small line. The style in the photo
It's pretty standard at most shelters. We do it for every animal we fix.
Sometimes owner's refuse chips because "it's the mark of the devil!" Or the can't afford them.
