Hydrogen bombs generate energy by fusing Hydrogen INTO Helium.... guillotining Helium would create Hydrogen and consume energy, not generate it. If you want to guillotine a noble gas and have it generate energy it has to be one with a higher atomic number than Iron. Probably just Xenon since the others are unstable and guillotining something that was just about to fall apart anyways seems pointless.

Interruption or damage to production could easily do hundreds of billions in economic damage all over the world... unless you're under the impression that only the USA wants or uses microchips?
