I am the youngest of four. To this day I can’t find an alarm that will reliably wake me up because I got used to sleeping through everything
Yeah I was thinking the FCC had laws about signal jamming in general. I’m assuming that /general/jammer-enforcement page is it.

Well, New Jersey is a state, but I think what threw me off is Jersey City; one of New Jersey's biggest cities.

Scratch that - not "MLI" but "whipple" and "flexible multi-shock" layers. Don't know where I pulled MLI from..
ISS has "adequate shielding" added after it's in orbit. There are various shieldings which are made of layers of AL, Kevlar, Nextel, MLI.
