This is why writing legislation is so difficult... there are always people that will find loopholes if they're there and take advantage. Sometimes it's the moral thing to do, actually.

Yes, I can imagine the incredible things that come out of a convention or a congressional motion. I can imagine a fracturing of power (especially executive power) that would benefit a LOT of people. The massive hurdle that needs to be overcome is convincing people that they should support what's in their best interests.
