Dogs have a right to freedom. On the street, yes, I agree with you. But there are public parks and forests where I live where well behaved dogs should be free to enjoy life. Personally my dog can't be trusted so he stays on leash all the time. But many are perfectly trustworthy.

In the UK school meals are free for everyone for the first three years. After that it's means tested, so free if you can't afford it.
