I think that style is referred to as “streamliner”. Actual art deco is more angles and sharp lines, though I think there’s some overlap.
That’s more of an issue with first-past-the-post voting systems. Ranked choice voting goes a long way toward combating this problem.
I don’t think the intent is to say that that is the be-all, end-all of privilege, but rather to highlight a rather stark example.
