Theyre not issued at birth, though, nor are they free like I'm supposing yours might be. Technically if you're just walking around, you don't HAVE to have it on you. Just if you're driving.
Social security cards are issued at birth, but they don't have photos and you probably shouldn't show it to a cop for fun, they'd steal your identity
