Id put money on only the wealthy elite surviving a full global nuclear exchange in prepared bunkers across the planet. If you weren't killed in the opening exchange you will almost certainly die from fallout/starvation/other survivors long before they will need to come out of their holes. You will make your demands to an empty poisoned world, and the response you receive will be silence.
