We have a fence like this in the SRA that I work for. The weight is a problem since have to remove them pretty frequently.

Most don't have the luxury of time to walk.
I doubt those bikes have brakes. They likely cut every gram of weight off of them.

It was likely a prisoner getting an mri. And the gun probably was a gaurds.
