What's your point? Someone liked it; they uploaded it. People liked; they upvoted it. That is how imgur works.
What Imgur was designed to do hardly matters. If Imgur changes into a porn site, than that's what people want.
There's a million other websites based funny, original or interesting things, why make Imgur another?
Because people like fapping to pretty girls, and people upvote what they like. Do you get mad when people upvote memes you don't like?

How could labour laws prevent it though? The higher the supply of labour, the less it's worth.

Canada has a very strict immigration policy that mostly only accepts skilled immigrants. Their skills are why they're employed.
