Perhaps nothing, but if they participated then you can say for certain what the majority wanted. This example with driving off a cliff makes follow up action tricky; as the question stands 1/3 of voters decided for everyone (sounds familiar). If 7 voted for the cliff, at least the 2 for ice cream what the rest on the bus actually want. Maybe they can jump off or go somewhere else.
