I'm all for the idea of health reform, but the very essence of insurance is that you can't just buy it when you need it.

Sure, but there is a balance of the harm that lack of freedom of speech can bring. The balance is hard.
And then the House, based (now loosely) on population has their say on the law. Confirmations not so much, so that might be a better example
