That is a technicality. PhD dissertations (e.g. USA) and PhD Thesis (e.g. UK), effectively the same, are book length manuscripts ~60-80k words. At my institution, we had to print them and get at least 1 copy bound for the library. Whether it became a book was literally only differentiated by if someone slapped some glue on it.
