Because, as the OP posted in response to me, he's claiming the police are doing the trafficking. That's how he claims they are related.
Is your town Portland? never heard of that here. And the anti-trafficking organizations I donate too have never mentioned it.
How is the second article related to law enforcement? It talks about some of the community organizations combatting trafficking.
