Its very much a horse thing, just like people have certain likes and dislikes. This horse knows the blanket and knows its good for him, but he will definitely through a tantrum over it in the process, but once its on he's fine with it. I knew of a horse like this but with saddles, disliked the process and took his frustrations out on ropes cause of past ulcers, but was fine with everything else and loved his disabled riders.

While some do that, this is a Friesian. A breed known to be naturally showy, also he is a Stallion and very excited about everything

It's a natural gait. Its a Friesian Stallion that are known to be very showy as a breed, so this is actually very normal and natural.
I live near a RAAF base. Its quite common for the pilots to stay low to the ground, also keeps them separate from the passenger planes.
