Yes, he has. As of this month it's been a year since anything has been paid. The new wife (my friend) can now file for legal adoption.
Not me personally, a very close friend and her husband dealing with HIS child's birth mother.
What I mean is, if a dad doesn't pay, he gets jail time. If a mother doesn't pay, it almost always goes unnoticed. Speaking from experience

As a teacher, without support staff, custodians, aides, etc, my job would be 10x harder. Treat them with respect. They work harder than most
