Ulfric is a stooge for the Thalmor, and the stormcloaks are proxies for them. Documents in the Thalmor Embassy spell it out.

I'm not sure where you got that info but the Summerset Iles are on the opposite side of Tamriel. Most trade would come from Cyrodil.
