Ignoring the fact, that the Ebonheart Pact was a barely functioning Treaty made to keep out Akiviri invaders. If Hammerfell and Skyrim 1/2
hadn't rebelled, the Empire would have been able to recover enough to push back the Thalmor. It was the only reason the signed the treaty 2/
