Rice with eggs is a cheap and easy to make option as well. Throw some sirracha on it and you got a nice meal.

Boxed mac and cheese, throw in some microwave steamable cauliflower or broccoli. Damn near gourmet and cheap (though not quite ramen-cheap).

Don't need one for staples. Rice, flour, chicken base, potatoes, many cheap hard vegetables last long without a fridge. Squash for example

There are several types of meats that are canned and aren't too bad or expensive. You can get chicken, salmon, and tuna just to name a few.
