US system is weird, like payroll taxes. Business must pay the payroll tax but it's always PER employee, so is it a personal tax or corp tax?
I see it as a personal tax even though employees never see or know about this money, it is a cost per employee, that could be for wages.

It can never work as there's no possible payment model of use of something so vast and sprawling with otherwise unlimited access.
GPS could be used very easily to track where people drive and bill only for miles used. Get a bill once a month in the mail.
