Very unlikely that THAT many people are on the list. What's considerably more likely is that there will inevitably be clear social and/or political links from the people on the list to probably most government officials, and they're terrified that attention will pivot to them to question why they looked on and did nothing to stop the people trafficking.

No. But to be honest consider: Suppose in three years, 400 stone-cold Progressives candidates win the White House *and* supermajorities in Congress. They implement Universal Healthcare, progressive taxation on millionaires, an end to corporate personhood, codification of LGBQT+ rights, and the closure of all private prisons. Also, in terms of hypotheticals, we are far more likely to see shitty people align with shitty policies. It's not impossible to find a shit person who sides with helping-people focused policies, but it's highly unlikely.

That is one thing that we're finding out. We dont know for absoute certainty exactly who is on the list, but this narrative IS certainly showing us who wants to keep the list suppressed. So everyone who is doing that is either ON the list or protecting pedophiles who are. My assumption is that they're ALL on the list unless they support releasing it.
