well, they know each other personally so I don't think it is. If someone you worked with had cancer, would you not wish them well? You'd probably do it verbally, but the president has a staff for that. So I wouldn't consider it a waste of time to spend 5 minutes writing or dictating a short letter, signing it, then handing it to a staffer to mail. That's about how long I'd spend asking someone how their cancer treatment is going at work.

That video from when he was VP where he is comforting the family of a shooting victim and the guy’s son who has Down’s syndrome runs over and hugs him & he looks down and says “thank you for hugging me” and gives him a big hug back & comforts him - that sold me on him as a good human being. I don't think anyone is suggesting staff are sending these without his authorization. I suspect it's a very loose authorization though - a simple "hey Joe, we're sending out a bunch of letters wishing people well in their fight with a disease" and Joe says "OK".

The stuff I don't read is primarily marketing materials. Legal or financial documents I read quite carefully. They have a pull-quote and a photo I've pre-approved them to sick onto whatever.
