well, they know each other personally so I don't think it is. If someone you worked with had cancer, would you not wish them well? You'd probably do it verbally, but the president has a staff for that. So I wouldn't consider it a waste of time to spend 5 minutes writing or dictating a short letter, signing it, then handing it to a staffer to mail. That's about how long I'd spend asking someone how their cancer treatment is going at work.

I don't think anyone is suggesting staff are sending these without his authorization. I suspect it's a very loose authorization though - a simple "hey Joe, we're sending out a bunch of letters wishing people well in their fight with a disease" and Joe says "OK".
